Spruce Grove is inviting residents to weigh in on proposed Land Use Bylaw changes that would create a new zoning category for apartment buildings and tighten rules for secondary suites on busy streets. The city will host a public open house on Thursday, June 11, 2026, from 4:00 p.m. to 7:30 p.m. at Heavy Metal Place at 50 Westwind Drive.
The key proposal is a new R4 High Density Residential District designed specifically for apartments, assisted living facilities, and special care homes. According to a city information sheet, the changes would bring more certainty about what housing gets built and where it goes as Spruce Grove continues to grow.
Spruce Grove added 5,507 residents between 2021 and 2025 to reach 44,575 people, making it the fastest-growing community around Edmonton. The city expects more than 25,000 additional residents over the next 20 years, yet apartments make up only 0.5 percent of the current housing stock. In 2025, the city saw 572 housing starts split almost evenly among single-detached, semi-detached, and multifamily homes.
Another proposed change would restrict future secondary suites on properties that front onto collector roads – the main, high-traffic routes inside subdivisions – to reduce traffic and on-street parking problems. These restrictions would not apply to existing homes or basement suites already in place, only to new development applications that come in after the cutoff date. The city stresses the rules would not increase the number of apartments or large-scale projects in existing neighbourhoods.
Residents who cannot attend the open house can still submit comments by emailing [email protected]. The proposed amendments are expected to go to city council for a public hearing later this summer, with the date to be posted on the city website.
