Bay Roberts Residents Help Shape Future Town Growth Rules

The Town of Bay Roberts, Newfoundland and Labrador, is asking residents for their input on how the community should grow over the next several years. A series of public meetings began on February 25, 2026, at the Clubhouse at the Wilbur Sparkes Recreation Complex to discuss updates to the town’s official building and land-use rules.

This project is the first major update to the town’s development standards since 2011. The goal is to modernize rules that control where new homes are built, how businesses can expand, and what types of permits are needed for property renovations.

The town has hired Upland Planning + Design Studio to lead the review process. The planners are working to make the new guidelines easier to read by using everyday language and clear illustrations to explain zoning and construction requirements.

Mayor Geoff Seymour is overseeing the project as one of the first major tasks of his term after taking office in late 2025. This review happens as the town begins working with its 2026 budget of more than $10.6 million, which did not include any tax increases for residents or local businesses.

Residents are encouraged to share their feedback at the workshops to help shape the rules that will affect local property values and construction approvals for the next decade. These meetings give homeowners and small business owners a direct say in the town’s long-term growth plans.
