Bay Roberts Town Council Revises Business Tax Structure

Bay Roberts Town Council approved its 2026 municipal budget on December 18, 2025, introducing a revised business tax structure while keeping residential and commercial mil rates frozen. The $10 million budget reshapes how different types of businesses are classified for taxation, aiming to share the tax burden more fairly across retail shops, professional services, service-based firms and home-based enterprises.

Council moved away from a one-size-fits-all approach by adding more detailed categories in the “Schedule of Rates and Fees.” The revision creates separate classifications for professional services and general retail, among others; however, the research dossier and official coverage do not yet publish exact rate comparisons (for example, whether professional services will be charged a lower rate than general retail). The Schedule of Rates and Fees will provide the precise fees and percentage splits when released. Mayor Geoff Seymour called the update a “collaborative effort” with input from the Conception Bay Area Chamber of Commerce and local entrepreneurs, and emphasized that the Town is holding the line on mil rates despite inflationary pressures.

Small-business owners and commercial tenants are expected to see the most noticeable changes. Retailers leasing space will now fall under more precise classifications instead of the previous broad commercial category. The Conception Bay Area Chamber of Commerce has long advocated for transparent, competitive tax incentives, pointing to examples such as a $100 business tax discount available to members in some neighbouring municipalities (for example, Conception Bay South) — a model Bay Roberts businesses have discussed as a possible reference for future consideration.

Business owners can review the new tax tables on the Town’s taxation policy page, where the “Table of Classifications” is typically posted in early January according to the Town’s usual practice. For exact percentage splits between categories, the Town Clerk’s office can provide the detailed schedule upon request.
