Carberry Schools to Use New Public List to Improve Student Safety

On Jan. 15, 2026, the provincial government announced a regulation under the Education Administration Act intended to make schools in Carberry, Manitoba, safer by increasing transparency around teacher conduct. The change requires school divisions to report certain incidents to a provincial Independent Commissioner and updates the public teacher registry to show when an investigation is underway.

The Registry of Certified Teachers and School Clinicians — first launched in January 2025 — is a searchable online database that lists certification status and disciplinary outcomes. The Jan. 15, 2026 regulation expands that registry to display when a teacher or school clinician is subject to an active investigation or has voluntarily surrendered their certificate during an investigation, so parents in the Beautiful Plains School Division can check educators’ certification and any public disciplinary notices.

The Winnipeg Free Press reported the update is intended to close gaps that previously meant a teacher under investigation could move between divisions without the public knowing. Education and Early Childhood Learning Minister Tracy Schmidt said the changes strengthen transparency and are aimed at keeping students safe while balancing fairness and due process.

Under the new framework, school divisions must submit reports to the independent commissioner who oversees teacher professional conduct. The reporting process is intended to be more standardized and to require quicker notification to the provincial office; the Free Press notes some regulatory changes were recorded as of Dec. 12, 2025, while the province publicly announced the regulation on Jan. 15, 2026.

CBC News reported that the initial version of the registry went live in early January 2025. The 2026 regulation adds the specific ability to flag active investigations on public profiles. Government materials say the approach is intended to balance transparency with fairness and to protect student safety while respecting due process and employment privacy for staff during investigations.
