Carman Enforces Street Parking Ban to Clear Snow

The Town of Carman, Manitoba, is reminding residents to keep their vehicles off municipal streets overnight so plow crews can clear snow from recent storms. Following significant snowfall over the January 2026 storm, the town has issued a formal reminder and is enforcing its winter parking restrictions to ensure roads remain safe and accessible for emergency vehicles.

Public Works crews have been operating at full capacity since the January snowfall to clear main routes and residential side streets. Under the Town of Carman Snow Removal By-law (Town Bylaw 2019-2035), on-street parking is prohibited overnight — typically between 2:00 a.m. and 6:00 a.m. — to allow plows to clear the full width of the roadway.

The Town of Carman has warned that vehicles left on the street force plows to go around them, creating piles or ‘snow islands’ that can narrow lanes and, when temperatures fall, turn into hazardous ice patches. Town officials say those obstructions can impede fire trucks and ambulances.

Local by-law officers are patrolling residential and commercial areas to enforce the Town’s Snow Removal By-law. Provincial legislation such as the Traffic and Transportation Modernization Act provides a broader legal framework for parking and traffic rules in Manitoba. Drivers who leave their vehicles on the street during restricted hours can be ticketed and may face fines (which, according to municipal and provincial enforcement practice, typically start in the $50–$100 range); vehicles that obstruct plows may be towed at the owner’s expense. 

Residents can check the Carman-Dufferin Facebook page for the latest updates on snow clearing and community alerts. To help crews clear roads efficiently, officials ask residents to use driveways and other private parking spots until streets are fully cleared.
