In Cochrane, Ontario, residents and institutions will see a major change to curbside recycling when the province-wide standardized Blue Box material list and expanded free-collection eligibility take effect on January 1, 2026. Cochrane’s operational handover to the producer-funded program manager Circular Materials began on January 1, 2025.
Under the system managed by Circular Materials, producers (the companies that make packaging) will fund recycling through fees paid to the Producer Responsibility Organization. Circular Materials will then contract haulers to collect and process materials, relieving the Town of Cochrane of the direct financial burden. The expanded list of accepted recyclables will include items such as coffee cups, plastic cutlery, stir sticks, paper plates and plastic wrap.
K–12 schools, non-profit long-term care and retirement homes, and multi-residential properties (apartments and condominiums) in Cochrane will be eligible for curbside recycling collection at no direct cost. Many local school boards currently pay thousands each year for private recycling haulers, so the change could free up funds for classroom programs and building maintenance.
Officials expect the expanded program to improve waste diversion and extend the life of Cochrane’s landfill by boosting recycling rates, particularly for flexible plastics, which are targeted for about a 10% increase by the end of 2026.
