The change followed a winter storm that brought whiteout conditions and black ice, prompting crews to deploy to clear and treat provincial highways. Highway 11 through Cochrane is a key freight artery for the Trans-Canada network, and past closures have disrupted just-in-time supply chains to Western Canada. Officials warned that route-shopping — drivers attempting to bypass closures using alternate northern routes such as Highways 655 or 144 — can also be hazardous.
John Vanthof, MPP for Timiskaming–Cochrane, said, “When Highway 11 closes, often there are no detours — it becomes a standstill, and motorists are stuck on the two-lane highway for hours.” He has called for Class 1 winter maintenance and mandatory training for drivers operating in northern winter conditions. The Town of Cochrane council has said direct alerts to municipal officials would help plan emergency services and support local businesses during closures.
Motorists can track plow locations and road conditions on Ontario 511’s Track My Plow feature. The site also provides real-time updates on road surface treatments and travel advisories. Drivers were advised to plan alternate routes, carry extra supplies and avoid non-essential trips until conditions improve.
In a recent nine-month period, Highway 11 between North Bay and Cochrane closed as many as 30 times, fueling debate over a 2+1 passing lane pilot and the Northern Highway 11 and 17 Safety Act. Proponents say such measures would reduce closures and accidents, while critics argue for more immediate improvements to winter maintenance. In the meantime, provincial regional alerts are being used to discourage travel on hazardous roads during severe conditions.
