Champagne and Aishihik First Nations to Update Laws in Haines Junction

The Champagne and Aishihik First Nations (CAFN) will hold a Special General Assembly in Haines Junction, Yukon, from January 31–February 1, 2026, to vote on proposed changes to community laws and election rules. The two-day gathering takes place at the Da Kų Cultural Centre and is open to all registered CAFN citizens. This winter session is being held to address time-sensitive governance business and proposed legislative changes that the nation says cannot wait until the summer Annual General Assembly.

Leaders and citizens will discuss potential amendments to the nation’s Constitution and Citizenship Act, including rules that could affect who is eligible to be a citizen. These decisions matter because they will shape who can vote or run for office in the next general election, which CAFN materials indicate is likely to be held later in 2026. According to CAFN governance documents, the General Assembly is the “highest branch” of the nation’s government, where citizens make direct decisions for the community.

The meeting will also include updates on the nation’s management of settlement lands and waters, specifically developments related to the Aishihik Generating Station (Äshèyi). Since CAFN signed its Final Agreement and Self-Government Agreement in 1993, it has authority to make laws and deliver services on settlement land. Attendees are expected to hear about recent joint agreements involving CAFN, the Government of Yukon and Yukon Energy that focus on environmental monitoring and community benefits related to the Aishihik facility.

Chief Barb Joe, who was elected in 2022, is the presiding leader of CAFN; the Chief’s role includes reporting on the government’s progress and speaking to proposed legislative changes. The gathering is intended to ensure local laws and procedures are up to date and reflect the needs of CAFN citizens. Registration is typically scheduled to begin at 8:30 a.m. each day, with proceedings starting shortly afterward.
