New Fire Safety Rules Protect Ste. Anne Care Home Residents

On Feb. 10, 2026, the Government of Manitoba issued a province-wide update to the fire safety regulatory framework for health‑care facilities undergoing sprinkler system retrofits. The change — announced by Manitoba Health, Seniors and Long‑Term Care — is intended to protect residents while sprinkler upgrades are being installed.

The updated framework applies to long‑term care homes in Ste. Anne, including Villa Youville, and will affect how facilities manage day‑to‑day operations during phased construction. Measures to reduce risk while systems are inactive may include 24/7 human fire watches, smoke‑tight construction partitioning, enhanced portable suppression and adjusted staffing and response plans; the provincial release summarizes these as enhanced interim protections to be maintained until a site achieves full sprinkler coverage.

Manitoba Health said the measures are intended to protect vulnerable seniors while major safety improvements are completed. Site‑specific construction plans may require some residents to be temporarily relocated within the building (decanted) or moved between wings at certain stages of overhead work or other construction to maintain safety.

Southern Health‑Santé Sud, the regional health authority for the area, will work with facility administrators, contractors and local fire services to coordinate logistics — including any necessary resident moves — to reduce the stress of construction on residents and staff.

The upgrades are part of a province‑wide initiative to retrofit 194 hospitals, personal care homes and health centres with sprinkler systems. According to the provincial news release, 117 sites already have full sprinkler coverage; an additional 41 sites are expected to reach compliance by the end of the 2026–27 fiscal year (bringing the total to 158), and the remaining 36 sites are scheduled for completion by Dec. 31, 2028.
