Ste. Anne Council to Review Three Development Proposals on April 22

The Rural Municipality of Ste. Anne council is set to review three separate land development proposals on April 22, 2026. Two of the proposals will be considered during a public hearing, while a subdivision notification will be presented at the regular council meeting. The meeting will take place at the municipal office council chambers at 6:30 pm, where local officials will consider requests involving poultry operations, residential property updates, and agricultural land division.

One of the primary applications comes from Daniel Unrau, who is seeking permission to expand an existing poultry operation from 70 to 299 animal units. Because Manitoba’s Planning Act requires special municipal approval for livestock operations reaching 300 animal units or more, this proposal stays just below the threshold for provincial notification. The application also includes requests to vary the required site area from 80 acres to about 8.4 acres and to reduce the front yard setback from 125 feet to 33 feet.

A second application has been submitted by Ward 5 Councillor Robert Sarrasin. He is requesting approval to replace an existing garage with a used one moved onto his property, along with a variance to shift the front yard setback from 125 feet to 75 feet. The final proposal before the council, submitted by Joel Edel, seeks to subdivide a quarter section of land at 45109 Road 40E into two agricultural lots of 80.63 acres and 70.72 acres.

These hearings, led by Reeve Richard Pelletier and the municipal council, occur as the region manages ongoing growth pressures. This includes a separate, ongoing annexation project where the Town of Ste. Anne is working to incorporate approximately 532 acres to support a growing population and future infrastructure, such as a new school planned for 2028.

Members of the public who wish to provide input on these development proposals may submit written letters or participate in the hearing virtually. All submissions must be received by 12:00 pm on April 22, 2026. More information regarding the hearing process is available through the Rural Municipality of Ste. Anne, and the proceedings will be live-streamed for those unable to attend in person.
