Stettler County Council has started the process to repeal the River Creek Area Structure Plan (ASP) for a parcel west of the Town of Stettler. Council passed first reading of the associated bylaws at its Jan. 28, 2026 meeting after the current property owner asked that the ASP be withdrawn.
The ASP was developed for a previous owner and envisioned a bareland condominium concept — a community of RV lots where individual spots would be sold. According to local coverage and the county agenda package, the new owner does not intend to proceed with that concept and has requested the plan be repealed so the land can follow more general uses.
As part of the change, Stettler County is also pursuing the closure of an undeveloped road allowance on the property; the county’s agenda package described the route of the allowance as “impractical.” Removing the specific ASP will cause land-use decisions for the parcel to revert to the county’s standard planning rules.
A public hearing on the bylaws is scheduled for March 10, 2026. The Municipal Government Act process requires the county to seek feedback from adjacent neighbours, hold that public hearing, and — in the case of the road allowance closure — obtain Alberta Transportation clearance before final passage. County staff noted the road-closure process could take about four to five months in a best-case scenario.
