The Town of The Blue Mountains has launched a review of its Community Improvement Plans following a public notice dated December 18, 2025. The project will audit and update two incentive frameworks—Housing Within Reach and Town Wide Revitalization—across Thornbury, Clarksburg and the Blue Mountain Village area to align local grants and loans with the Town’s updated Official Plan and its 2025–2030 strategic goals.
The CIPs, adopted in 2021, include programs such as the Tax Increment Equivalent Program, Development Charges Grant Equivalent Program and Building Improvement and Renovation programs intended for eligible developers, property owners, small businesses and non-profits. The review will assess financial models and fiscal impact to ensure incentives remain effective in addressing housing attainability and supporting sustainable tourism.
Public engagement is expected to begin in early 2026 with a series of Public Information Centres where residents and stakeholders can review maps of areas under consideration and share feedback. The Department of Planning & Development Services will use this input to shape revised incentive programs before presenting final recommendations to Council by mid- to late-2026.
The updated plan is expected to shape redevelopment decisions for property owners, developers and business improvement areas such as the Thornbury Business Improvement Area (BIA).
