New Parking Rules Help Snow Plows Clear Streets in The Pas

The Town of The Pas, Manitoba, has started enforcing new no-parking rules on specific streets to help snow plows clear the roads more efficiently following recent heavy snowfall. The town posted the public notice on January 21, 2026, saying the restrictions are intended to ensure that emergency vehicles and commercial transit have clear passage through the community’s busiest areas.

Enforcement began on January 23, 2026, and covers priority routes including Fischer Avenue, Edwards Avenue and Gordon Avenue, as well as several smaller residential “feeder” streets. Drivers who leave their vehicles on these designated routes during clearing times could be ticketed or have their cars towed to the municipal compound at the owner’s expense.

Town officials are relying on By-Law No. 4570 (Municipal By-Law Enforcement Act for Parking Violations, 2018) to authorize enforcement; that bylaw allows the removal of vehicles that interfere with snow-removal operations. The goal of the restrictions is to let plow operators clear streets from curb to curb in a single pass, which saves money on fuel and prevents large piles of snow from being left behind parked cars.

The town’s Public Works department and the public notice state that clearing the town takes nearly half the time when drivers cooperate by moving their vehicles. This effort follows guidance from Manitoba Infrastructure that requires municipalities to notify the public at least 24 hours before unsigned parking restrictions or emergency parking bans come into effect.

Local snow clearing is often triggered by snowfall amounts tracked by Environment Canada, and the town asks for 24 hours of cooperation from residents whenever a clearing window is announced.
