Councillors and community members in Tillsonburg, Ontario, are raising concerns as of January 2026 about provincial rules that expand mayoral authority and how those powers could affect local governance.
The new mayoral authorities for Tillsonburg took effect on May 1, 2025. Under Part VI.1 of the Municipal Act, 2001, the head of council may appoint or dismiss the chief administrative officer (CAO), determine aspects of the municipal organizational structure, propose the annual budget (subject to a mayoral veto and a council override process), direct staff in writing, and veto or submit bylaws for council consideration where the mayor believes a matter advances prescribed provincial priorities. The Town of Tillsonburg’s website posts mayoral decisions and directions taken under the new provisions.
The province expanded these powers as part of its broader housing strategy to support the goal of building 1.5 million homes by 2031 and linked some municipal funding programs to municipalities that signed housing pledges. Local officials and residents have argued the powers risk concentrating authority at the head of council and undermining traditional checks and balances. In April 2025, Tillsonburg council formally asked the province for a pause and more clarity before the expansion took effect.
Councillor Kelly Spencer and other members of Tillsonburg’s council have publicly questioned the lack of clarity around how the new authorities would be used. Regional leaders from neighbouring municipalities, including Kingsville’s mayor Dennis Rogers, and other municipalities across Ontario have also voiced opposition or concern to the provincial expansion of powers.
As Tillsonburg implements its first full budget process under the new framework for 2026, local reporting notes the province has tied access to certain housing-related funds to municipalities meeting provincially assigned housing targets and related agreements. Municipal officials say they are seeking clarity on how the powers will intersect with local decision-making and municipal policies.
