The Rural Municipality of Stanley has announced a public hearing for a subdivision appeal that could change property lines and land access near Winkler, Manitoba. This hearing, listed under file number 24B1-0006, was posted in February 2026 to address a request that has moved to a provincial level for a final decision.
The Manitoba Municipal Board will conduct the hearing following the provincial rules set out in the Planning Act. Property owners living within 100 metres of the affected area are required to receive a legal notice because any decision made by the board regarding these lot lines will be final and cannot be appealed further.
This case arrives as the municipality follows a new regional development plan, known as By-law 1-2025, which helps guide how the community grows and shares infrastructure. The MSTW Planning District manages these planning details for the region, including the technical rules that apply to this specific property dispute.
Residents who want to have their say can submit written comments or attend the hearing to speak directly to the board members. Once the provincial board issues its order, the local council will no longer have the authority to change the property boundaries or how the land is divided.
