The Quispamsis Town Council is considering a new by-law that would set clear rules and penalties for excessive noise and property nuisances in Quispamsis, New Brunswick. If passed, the law would give the town better legal tools to address common complaints like loud music, barking dogs, and other ongoing disturbances that bother neighbours.
The proposed By-law No. 069 would replace the town’s existing noise rules and broaden what is considered a nuisance. Beyond loud sounds, the new rules would cover things like vibrations, bad smells, dust, smoke, and bright lights that interfere with a person’s ability to enjoy their property. It also sets specific times for consumer fireworks, which would be allowed from dusk until 11 p.m. provided there is no burning ban in place.
Under the new system, the Town of Quispamsis would use a tiered fine schedule to deal with repeat offenders. While the first response to a complaint would be free, a second visit would result in a $250 charge and a third visit would cost $500. Anyone who violates the rules three times within a single year could be charged a $1,500 fee to cover the costs of the disturbance.
Enforcement would be handled by by-law officers, the Kennebecasis Regional Police Force, or the local fire department. The town currently relies on a complaint-based system where residents must report issues for an investigation to begin.
The proposed rules passed first and second readings on March 17, 2026, and council is expected to hold a final vote on April 7, 2026. The meeting will take place at 6 p.m. in the council chambers at Town Hall on Landing Court.
