Burlington City Council has refused an application to build an 11-storey residential building at 1056-1060 Brant St. The decision, made at the council meeting on April 21, 2026, came after a public planning process that ran earlier this year.
The application, filed by Bousfields Inc. on behalf of the property owners, sought a zoning amendment to permit an 11-storey residential building (plus mechanical penthouse) with 93 residential units. In refusing the application, council found that the proposed development does not conform to the policies of the Provincial Policy Statement 2024, the City of Burlington Official Plan, or the City’s Zoning Bylaw, and represents overdevelopment of the subject lands.
Public consultation on the proposal ran from January 29 to February 13, 2026. The City received six written comments and one delegation at the Statutory Public meeting on April 14, 2026, with no delegations at the April 21 council meeting. The comments were considered as part of staff report DGM-26-26 and council’s decision-making process.
The notice of refusal was officially posted on April 23, 2026. Any appeal to the Ontario Land Tribunal must be filed with the City Clerk by 4:30 p.m. on May 13, 2026. Only the applicant or the Minister may appeal the decision, and the appeal fee is $1,100.
