The newly elected Chief of Norway House Cree Nation, Season Roulette, has released a report detailing systemic financial failures, revealing that the community has been operating for years without essential budgets or proper oversight. A recent compliance audit found that 50 of the 54 financial controls required by the nation’s 2017 financial law were breached.
The report highlights significant fiscal challenges for the Manitoba community, which currently faces debt obligations exceeding $130 million. These debts are held across several lenders, including the First Nations Finance Authority, banks, and other economic growth funds. The nation receives $165 million in annual funding from various government sources, and the new leadership is now working to ensure all operations support this debt load.
In response to these findings, the administration has taken immediate steps to change how the nation is managed. The council has formally terminated the contract with HLL Consulting, the firm that previously provided financial support and oversaw the information technology department. That department has now been returned to internal management under the direction of Shawn Scribe. Additionally, Christie Spencer has been appointed as the new Chief of Staff, starting June 1, 2026.
To address the governance issues, Baker Tilly LLP and IDG have been hired to conduct a full forensic accounting and operational review. The results of this investigation are expected to be shared with the community by July 31, 2026. Furthermore, a new Financial Oversight Management and Audit Committee is set to be established by July 1, 2026, to ensure future compliance and accountability.
Chief Roulette, who won a run-off election on May 1, 2026, plans to discuss these findings directly with residents. A community meeting is expected to take place around May 30, 2026, to provide updates on the ongoing efforts to stabilize the nation’s finances.
