The Town of Whitchurch-Stouffville is now reviewing a plan to turn a large lot on Tenth Line into 293 new homes. The application, filed by Northcape Investments Inc. on June 12, 2026, asks for permission to change the zoning and subdivide the property at 12811 Tenth Line.
The proposal includes a four-storey mixed-use building with 77 residential units, a four-storey residential building with 84 units, and 132 townhouses. The townhouses would be a mix of rear-lane and back-to-back designs. If approved, the land would shift from agricultural, environmental, and flood hazard zones to new residential categories.
A date for the required public meeting has not been set yet. The town says a separate notice will go out once it is scheduled. Residents who want to share their views should watch for that notice. Ward 6 Councillor Sue Sherban has already raised concerns about how rapid growth might strain roads and services in Stouffville. She has pointed to other large projects nearby, saying the town lacks the infrastructure to handle so many new units at once.
This application follows a broader push by the town to allow more compact housing near transit corridors. Under its Housing Action Plan, small apartment buildings up to four storeys are being considered along parts of Tenth Line, Ninth Line, and Main Street. The 12811 Tenth Line proposal fits that pattern, putting homes closer to existing services and GO Transit access.
