View Royal residents who put their garbage, recycling, and organics at the curb should know that a contractor for the Capital Regional District (CRD) may be collecting samples from their bins this summer and fall. The CRD announced on June 22, 2026 that Tetra Tech Canada Inc. will randomly select household waste across the region as part of a Solid Waste Generator Study.
The sampling runs from now through October 2026 and is timed with regular collection days. Residents will not get a heads-up before their waste is sampled. The CRD says this approach captures normal disposal habits and gives an accurate read on how current programs are working. Samplers combine material from multiple households so nothing can be traced back to a single home. The CRD stresses that no personal information is collected, and anything private that turns up by mistake is securely disposed of right away.
Tetra Tech is the same firm that handled the CRD’s 2022 study of what ends up at Hartland Landfill. That effort found about 47 per cent of dumped material could have been diverted through existing recycling or composting programs. The new study looks at waste at the source, meaning right at the curb, rather than at the landfill. This shift helps planners see how residents are sorting at home before trucks mix everything together.
View Royal offers weekly curbside pickup for garbage and kitchen scraps. Recycling is collected biweekly through the CRD’s Blue Box program, and yard waste is picked up once a year each November. The town contracts Waste Management to handle the garbage and food waste collection. The CRD’s waste reduction target, set in its 2021 Solid Waste Management Plan, aims to cut per-person disposal to 250 kilograms a year by 2031, roughly a one-third drop from current levels. Data from the generator study will guide the programs and education needed to meet that goal.
