Hay River Development Plan Named Finalist for National Award

The Government of the Northwest Territories announced on March 2, 2026, that its new planning framework has been named a finalist for a national award, a move that could help guide future building and safety decisions in Hay River, Northwest Territories. The NWT Community Planning Framework is recognized as a finalist for the 2026 Canadian Awards for Planning Excellence for its focus on land-use and community safety.

This territorial plan helps local governments manage housing needs and climate risks, such as flooding and wildfires. For residents in Hay River, the framework includes a specific guide for building in flood-prone areas. This tool is designed to help the town use updated flood maps when deciding where new homes and businesses can be safely located.

The announcement comes after the town of Hay River updated its own local building and zoning rules in July 2025 to encourage more multi-unit housing and make development easier. Under territorial law, community governments are required to hire professional planners to help review these types of land-use rules and tools. The framework was developed in partnership with the NWT Association of Communities to provide better technical support for these local projects.

The final winners of the awards will be announced by the Canadian Institute of Planners in July 2026 at a national conference. If the framework wins, it could lead to more territorial support for communities as they work to protect residents from natural disasters and address local housing shortages.
