The Quispamsis Town Council is set to make a final decision on new rules for noise and nuisance behavior during their meeting on April 7, 2026. The council meeting begins at 6:00 p.m. at the Quispamsis Town Hall located at 12 Landing Court.
If passed, the proposed By-law No. 069 will replace the existing noise rules that have been in place since 2015. The new legislation provides more specific guidance on what constitutes a nuisance, covering issues such as noise, vibration, dust, smoke, and light. It also introduces an escalating system of fines for residents who do not follow the rules, ranging from no charge for a first response, to $250 for a second, and $500 for a third. Additionally, those who have three violations within a single year may face a $1,500 penalty.
The rules around consumer fireworks will also change under the new proposal. Residents will only be allowed to set off fireworks between dusk and 11:00 p.m. Users must also have written permission from a property owner and are prohibited from setting them off in public spaces like parks or streets. These updates follow years of local debate, which included a 2022 petition from resident Leslie Rice that gathered nearly 300 signatures to address concerns about the impact of fireworks on neighbours.
Enforcement of these new standards will be managed by Quispamsis By-law Enforcement Officers, as well as the Kennebecasis Regional Police Force and the Kennebecasis Valley Fire Department. The proposed bylaw also sets up a system for temporary noise permits, allowing registered organizations to request exceptions for events with at least 60 days of advance notice.
This vote is expected to be among the final official actions for Mayor Libby O’Hara, who has announced she will not be seeking re-election in the May 11, 2026 municipal election. Members of the public can review the full text of the proposed bylaw at Town Hall during regular business hours.
