New Plan Protects Farmland and Boosts Food Businesses in Whitchurch-Stouffville

In March 2026, York Region released an updated plan to support local farms and food businesses in Whitchurch-Stouffville, Ontario. The strategy aims to protect the area’s massive food economy and help new entrepreneurs get started in the industry. This is particularly important for the local community, as Whitchurch-Stouffville contains approximately 23 per cent of all the farmland in the region.

The food and farming sector in the region contributes $3.8 billion to the local economy and provides over 67,000 jobs. According to York Region, regional officials are concerned that thousands of hectares of agricultural land are at risk of being turned into housing developments. Regional Councillor Naomi Davison has called for stronger protections to ensure these lands stay available for farming.

To support new growth, the Agri-Food Startup Program will select a new group of 10 entrepreneurs in 2026. The program provides mentorship and access to professional kitchens for Indigenous and equity-deserving business owners. This initiative helps new businesses navigate the high costs of entering the food industry while building on the region’s agricultural roots.

Local efforts are also underway to help current businesses stay in the community. David Tuley, an economic development officer, is working to help local farms access these new regional supports and incentives. The York Region Agriculture and Agri-Food Advisory Committee, which includes local farmers, will continue to provide advice to the council on how to support rural property owners as market demands change.
