The Town of Collingwood, Ontario, now has a 25-year roadmap to reduce flooding risks in some of its most vulnerable neighbourhoods. Phase 2 of the Stormwater Management Master Plan was released on July 15, 2026, and will be presented to Town Council on August 10, 2026.
Developed with Greenland International Consulting Inc., the plan outlines long-term strategies and infrastructure upgrades to manage stormwater as climate change brings heavier rainfall. Once adopted by Council, it will guide decisions for the next quarter century.
Phase 1, completed in January 2022, built a detailed model of the town’s stormwater system and identified flood-damage zones. It pinpointed the older “tree streets” between Spruce and Pine, from First to Sixth Street, as a high-risk area. Other vulnerable spots include the Oak Street Canal area, the Simcoe Street and Niagara Street area, and the area between Robinson Street and Alice Street.
Public input has been part of the process from the start. Two information centres were held on June 10, 2024, and March 26, 2025, allowing residents to help shape the plan. The full report is now available on the Town’s Engage Page.
After the August 10 Council meeting, there will be a 30-day public comment period. Anyone with unresolved concerns can request that the Minister of the Environment, Conservation and Parks issue an order for a further review. That request must be made within 30 calendar days of the Notice of Completion.
