People in Whitby have until August 21, 2026, to share their thoughts on a major development proposed for the Whitby GO Station, led by Infrastructure Ontario. The plan would replace the existing commuter parking lot with six towers ranging from 33 to 45 storeys, adding about 2,355 homes and some commercial space. The town is not running the project, but is urging residents to get involved in the provincial consultation.
An online survey asks for feedback on building height, density, transportation impacts, and commuter parking. The proposal targets the 20,900-square-metre lot at 200 Victoria Street West, currently holding 777 surface parking spots.
Those spots would move underground. Four underground parking structures, each four to five levels below grade, would provide 2,042 spaces in total, including a one-for-one replacement of all existing GO commuter stalls and 1,265 spaces for residents. The plan also calls for 1,427 bicycle parking spots and a small 0.23-hectare public park.
Whitby Mayor Elizabeth Roy says residents are worried about density, extra traffic, losing commuter parking, and how the project might change the area’s feel. “I am continuing to advocate for this proposal to follow the standard Planning Act process, including a statutory public meeting and council approval,” she said. The town itself is not leading the project; Infrastructure Ontario is handling the planning and consultation.
The proposal was first submitted to the town on June 29, 2026. After the public engagement wraps up, Infrastructure Ontario plans to resubmit an updated plan in December 2026.
