The mission was coordinated through the provincial Medical Transportation Coordination Centre in Brandon. STARS provides this service as part of a long-term agreement with the Government of Manitoba, which was recently renewed in 2025 for a 10-year term to ensure continued emergency medical support across the province.
STARS is a non-profit organization that has maintained a permanent base in Winnipeg since 2012. The service is funded through a combination of individual and corporate donations, support from service groups, and provincial government contributions.
