A new $60-million senior living complex is coming to Carstairs, bringing much-needed housing options for older adults and their families in this growing central Alberta town. The Town of Carstairs announced on June 11, 2026, that it has reached an agreement in principle with Calgary-based NeoForm Developments to build the multi-phase project, which will include supportive care, independent living, and commercial space.
Construction is expected to start in early 2027 at Mandalay Estates, a planned subdivision on the east side of town. The first phase will feature a building with more than 60 units, combining independent apartments, round-the-clock Level 4 supportive care, and ground-floor commercial space for local businesses.
Rick Blair, the town’s chief administrative officer, said NeoForm is fully funding the $60-million project. This private funding model means the developer carries the financial risk, and the town is not contributing direct funding.
Mayor Dean Allan, who was elected in October 2025, has made senior housing a priority. A 2024 Housing Needs Assessment by Urban Systems found that Carstairs has few senior-oriented housing choices beyond subsidized apartments managed by Mountain View Seniors’ Housing. That report warned that more seniors would have to leave the community without new options.
Carstairs has grown rapidly, from 2,342 people in 2001 to more than 5,000 in 2024, and could reach 12,000 by 2051. The new complex will give local seniors a way to stay in Carstairs as they need more help with daily living. The Level 4 care means residents will have access to regular personal care and some nursing services, a level of support not currently available in town.
The development agreement is still being worked out, and more details about the full project timeline will be shared as planning continues. For now, the announcement marks a major step toward making sure older residents can find the right home as they age.
