Residents of Hanover will have the opportunity to share their feedback on four upcoming land-use applications during public hearings held on Wednesday, April 29, 2026, at 5:00 p.m. The meetings will take place at the Rural Municipality of Hanover office located at 28 Westland Drive.
The council is set to review four separate files during the session. These include a conditional use application from Daria Bukhan, a conditional use application from Leonard and Megan Penner, and two applications from Samuel Stiller regarding a rezoning by-law and a subdivision proposal. Any resident who wishes to provide input on these matters is invited to attend and speak at the hearing.
These hearings are taking place as the municipality manages the demands of being the most populous rural municipality in Manitoba, with an estimated population of over 18,000 residents. The local government is currently operating under a 2026 budget of $33.7 million, which is an increase from the $25.5 million budget in 2025. According to municipal officials, this financial plan includes tax adjustments with mill rate increases ranging from 2.23 per cent to 9.75 per cent, primarily driven by the $7.6 million cost of the Grunthal Arena project.
The broader region remains focused on development and land-use management. This includes ongoing discussions between the municipality and its neighbours, as well as major regional infrastructure projects intended to support future growth while preserving farmland.
