The Durham Regional Police Service issued a community safety alert on March 2, 2026, regarding the release of a high-risk offender in Oshawa, Ontario. Darren Scott Ray, 65, is currently serving a life sentence for first-degree murder and is residing in the city on a 72-hour permit that allows him to be out without an escort.
Ray is described as an Indigenous man who is 5 feet 9 inches tall and weighs 199 pounds. He has an average build, a bald head, and wears glasses.
Under the terms of his release, Ray must follow several strict conditions, including a total ban on alcohol and drugs. He is also prohibited from possessing any weapons and must remain within the boundaries of Durham Region for the duration of his permit.
Police noted that Ray is not allowed to be in the presence of anyone under the age of 18 unless he is with a responsible adult. That adult must be aware of his criminal history and be approved in writing by a parole supervisor.
