New parking rules and rates take effect in Regina on April 1, 2026, as the city officially moves to a digital-only payment system. These changes, which follow recent amendments to the local traffic bylaw, include a two-zone pricing structure, higher parking fines, and the elimination of coin payment for parking meters.
Under the updated City of Regina parking system, the downtown core is now classified as Zone A with a rate of $2.50 per hour. Areas on the downtown periphery, known as Zone B, are now set at $1.50 per hour. The city notes that Zone B currently has a utilization rate of 30 to 40 per cent, which is well below the target of 85 per cent.
To pay for on-street parking, drivers must now use the PayByPhone service via a mobile app, the company website, or by phone. For those unable to use digital payment methods, the city is offering prepaid parking vouchers. These vouchers can be purchased at City Hall in packs of five for $13.75, with each voucher providing one hour of parking.
The transition away from coin meters is part of a 2026 budget plan expected to save the city $220,000 in maintenance and operational costs. Additionally, the city projects an extra $175,000 in revenue from the adjusted hourly rates, while parking fines across the city have increased by $10 per ticket.
The changes have faced public scrutiny, particularly from downtown business owners concerned about accessibility for customers who do not use smartphones or credit cards. Kelly Cairns, co-owner of The Cure Kitchen + Bar, expressed concern that these barriers may deter visitors, especially as the area prepares for the final year of the 11th Avenue Revitalization Project. In response to the backlash, Mayor Chad Bachynski has stated that he is working with city administration to ensure parking remains accessible for all residents.
