The Three Rivers town council, Prince Edward Island, hired a team of experts on March 9, 2026, to study how swimming and fitness centres operate in other small and rural communities across Canada. This study is the first step in helping the town decide if it should build a new indoor facility for residents to use for exercise and swimming.
The town awarded the contract to Sierra Planning and Management, a firm that has spent more than ten years planning community buildings like arenas and sports fields. They will work with Teal Architects and MJMA Architecture and Design to look at how these types of centres are managed and what they might cost to run.
Currently, the town’s main recreation building is the Cavendish Farms Wellness Centre, which has an arena and walking tracks but does not have a pool. Residents who want to swim indoors currently use the TCAP Family Aquatics and Fitness Center, which is a separate facility run by a non-profit organization.
According to the Town of Three Rivers, the study is being funded as part of the 2026-2027 budget. The town is in a strong financial position to explore these options, as it expects to have a surplus of $443,264 this year with no property tax increases for residents.
