The Town of Three Rivers recently clarified that residents using recreational trailers, campers, or recreational vehicles as a place to live must obtain a development permit after 120 days. This notice, posted on April 21, 2026, serves as a reminder that these rules are part of the provincial Planning Act and are not new local policies created by the town council.
The requirement is intended to ensure that if a trailer or camper is used as a living space, such as while a home is under construction, proper septic and wastewater services are in place. These measures are designed to protect public health, nearby properties, local wells, and the environment. Under the provincial regulations, these permits are valid for a maximum of 120 days and cannot be renewed. Once the permit expires, the vehicle must be removed from the property.
Town officials emphasized that these provincial rules do not impact residents who keep a camper on their property for standard personal use, storage, or short-term visits. The provincial government explicitly states that recreational vehicles are not intended for use as year-round or permanent residences.
While the town is currently working on draft development bylaw amendments, provincial legislation currently takes precedence regarding trailer permits. Residents who have questions about whether their specific situation requires a permit are encouraged to contact Town Hall at 902-838-2528 or visit the office located at 172 Fraser Street in Montague.
