Burlington City Council voted on April 21, 2026, to move forward with a plan to create a new pedestrian walkway that will connect downtown parks. The city will now negotiate a formal agreement with St. Luke’s Anglican Church to develop a pathway linking Apeldoorn Park and Spencer Smith Park.
The proposed route, which stretches over 170 metres along a stretch of land known as Church Avenue, is intended to improve walkability in the downtown core. The project aligns with the city’s From Vision to Focus strategic plan, which focuses on creating connected neighbourhoods and increasing access to green space.
Under the project details, the total cost is estimated at $672,000. St. Luke’s Anglican Church, which has served the community since 1834, will contribute $422,000 to the project, while the City of Burlington will cover $250,000. As part of the transition to a pedestrian-only space, the city is required to relocate the driveway entrance for Parking Lot 10 to Nelson Avenue, ensuring the pathway remains free of vehicle traffic.
The city and the church intend to enter an agreement that will remain in place for up to 20 years. This agreement will outline land access, construction details, and how both parties will share responsibility for the site. Council has also directed staff to set aside up to $30,000 annually in the upcoming multi-year budget to cover ongoing maintenance costs for the new walkway.
Burlington City Council confirmed that the project serves as a key step in enhancing the pedestrian experience for residents and visitors travelling between the downtown area and the waterfront.
