The City of Colwood is moving forward with a major upgrade to the intersection of Cairndale Road and Veterans Memorial Parkway, a project aimed at easing congestion for the growing community. An invitation to tender was issued on September 9, 2026, officially kicking off the procurement process.
The upgrade will install a traffic light, including an advance left turn signal, to improve flow at what the city describes as an increasingly busy intersection. Sidewalks, curbs, retaining walls, lighting, and paving will also be upgraded. The plan also includes a small traffic button at Cairndale Road and Mary Anne Crescent to boost safety and traffic flow in that area.
Construction is expected to begin later in 2026, with completion targeted for spring 2027. The project carries a budget of $1,215,700, funded partly by development cost charges and partly by city reserve funds. The design follows input from the Transportation and Infrastructure Committee and final decisions by Colwood City Council earlier in 2026.
A roundabout was considered for the intersection but ruled out due to land requirements, elevation changes, limited sight lines, and entry angle constraints. The need for the upgrade dates back to Colwood’s 2015 Transportation Master Plan, which identified the intersection as a priority as the city’s population grew by nearly 20% between 2011 and 2021.
