The City of Mount Pearl has given the green light to new apartment buildings at 912-928 Blackmarsh Road, with official rule changes taking effect May 29, 2026. The land, once set aside for commercial mixed use, is now rezoned for apartments, clearing the way for a 51-unit rowhouse development near the Canada Drive intersection.
Mount Pearl City Council adopted the changes on March 10, 2026, and they were registered by the provincial Minister of Municipal and Community Affairs. A public hearing held on April 9, 2026 gave residents a chance to speak up, with some raising worries about the development’s impact on the area.
Under the new rules, developers can build 51 rowhouse units made up of nine quadplexes and five triplexes. This is a shift from what was previously allowed on the site, and it fits into Mount Pearl’s bigger push for more housing. Since 2024, the city has used $6.1 million in federal Housing Accelerator Fund money to fast-track over 180 units in three years, aiming for 2,000 homes over the next decade.
The site sits across from the Canada Drive intersection on Blackmarsh Road. It is part of a broader effort by the city to balance new density with existing neighbourhood character. Mayor Dave Aker has said the city is trying to walk a fine line between responsible development and affordable housing.
With the rezoning official on May 29, residents may soon see development applications move forward. The city’s planning department, led by Manager of Development and Planning Kieran Miller, is the main contact for questions about the project.
