The Rural Municipality of Ste. Anne is looking for a new auditing firm to review its books for the next five years. The municipality has issued a request for proposals for annual audit services covering fiscal years 2026 through 2030, with submissions due by June 26, 2026, at 4:00 pm.
According to the request for proposals, the contract may be extended beyond the initial term based on performance and mutual agreement. The selected firm will need to complete fieldwork by April 30 each year, with the final audited statements presented to council and the provincial minister by June 30, as required by Manitoba’s Municipal Act.
The move follows a decision by council last September. At that time, council confirmed the current auditor, Exchange Group, to handle the 2025 audit but also authorized the new competitive process for the years ahead. Exchange Group has served as the RM’s auditor since 2020 and is completing the 2025 audit. The municipality operates on a $14 million combined budget and issues approximately 1,800 accounts payable cheques and more than 4,000 cash receipts annually.
The request for proposals comes as municipalities across Manitoba face increased attention on financial accountability. In August 2025, the provincial Auditor General released a report recommending stronger oversight of municipal finances. The report pointed to concerns about purchasing policies, travel expense rules, and conflict-of-interest compliance at some municipalities.
